Recognitions and Awards
39. Recognition of Becky Schaeffer with Hilton Garden Inn

Minutes: Mike Wingate, Director of Secondary Education, recognized Ms. Schaeffer, Hotel Manager of Hilton Garden Inn, for contributions to the School District of Clay County.  The Hotel hosts three meetings each year for all Clay County Athletic Directors at their Wells Road location and provides a free breakfast for attendees.
40. Recognition of Dr. Michael Henry - Martin Luther King, Jr. Drum Major for Diversity Award

Minutes: Mrs. Felicia Hampshire, GCS City Council Member, recognized Dr. Michael Henry as the recipient of the Martin Luther King, Jr. Drum Major for Diversity Award.  On January 20, 2014, this award was presented to Dr. Henry by the GCS City Council for outstanding contributions to enhance diversity in Clay County.

Minutes: 

Mrs. Kicsak spoke about citizen participation in school board meetings and the treatment of citizens and their requests at previous meetings.

 

43. Mary Ann Steinberg regarding School Safety

Minutes: Ms. Steinberg spoke about the importance of school safety for the protection of both students and teachers.
44. Travis Christensen regarding Public's Right to Address Public Officials at Public Meetings about Public Business

Minutes: Mr. Christensen spoke about citizen participation in school board meetings as 10-minute scheduled citizens and through 3-minute speaker cards.

Minutes: 

Chairman Studdard announced that no public comments would be heard on this item in accordance with provisions in Florida Statute when the School Board is acting in a quasi judicial capacity.  Mrs. Studdard was the Hearing Officer in this case.

Tony Demma, MEYER & BROOKS, P.A., Attorney for the Respondent, spoke on behalf of Mike Ford.  Eric Holshouser, FOWLER WHITE BOGGS, P.A., Attorney for the Plaintiff, spoke on behalf of Superintendent Van Zant. 

Motion by Lisa Graham, seconded by Johnna McKinnon to accept the Hearing Officer's recommendation.  Prior to Board discussion, Superintendent Van Zant made brief comments.

Discussion ensued with Board Members offering their thoughts and views on the recommendation before them.  Following lengthy discussion, School Board Attorney Bruce Bickner, clarified the Board's decision to uphold the Final Order and suggested an amended motion with revisions to the Respondent's Exceptions.

Motion to direct School Board Attorney Bruce Bickner to revise the Hearing Officer’s Recommended Final Order with changes as the Final Order, thereby affirming the termination.

Mrs. Kerekes pulled the item to ask that the job description for Director of Student Services be corrected to reflect the changes requested at the February 10, 2014, workshop.  She had requested original language under Required Qualifications which included certification covering guidance or school psychology.    Diane Kornegay, Assistant Superintendent for Instruction, agreed to correct this.  There was brief discussion about proposed upcoming changes in the Instructional Division.  Denise Adams, Deputy Superintendent, agreed to provide Organizational Charts with the staff allocations in March.

Stanley Pfenning - thanked Mrs. Studdard for being responsible for getting him back in church as a result of his involvement with issues related to prayer at the flag pole.

Renna Lee Paiva - spoke on behalf of CCEA, asking the Board to expediate support negotiations with CESPA.

Minutes: Superintendent Van Zant thanked staff for their part in all the wonderful things happening around the school district.  He stated his stance on Board policy regarding public comments at School Board meetings has not changed over the years, and he stated he is open to recommendations to make the policy better.

Minutes: 

Mrs. Studdard recognized Matthew Boyack, Clay County's Teacher of the Year, who was present in the audience.  She commented on the busy month and the many great school activities she had the opportunity to attended. 

Mrs. Bullock encouraged everyone to remember the families of the recently deceased students.

Mrs. Graham encouraged parents to help prepare students for the upcoming Florida Writes and FCAT testing.
